General Description
Lenape Early Learning Center is seeking a qualified professional to oversee the program enrollment into the program and assist families with applying for subsidy care through various providers. . This person will work closely with incoming families helping with the onboarding process. This person will also assist families in completing applications to local child care subsidy programs. This person will need to provide a high level of customer service skills as well as communication skills. This position will require attention to details and proficiency in computer skills. A background in social services and or experience in subsidy care is helpful but not required.

Required Qualifications

  • Minimum requirement of a High-School Diploma/GED
  • At least 1 year experience working administration in Child care is preferred
  • Exceptional customer service skills
  • Exceptional written and verbal communication skills
  • Have no felony convictions or misdemeanor convictions for offenses relating to children or violence, and satisfactorily complete the required background check and drug testing

General Description
The Director of the Delaware Tribal Enrollment Department is responsible for leading the Enrollment Department and its staff, preparing an annual plan and budget for the department, managing special projects that work toward the continual improvement of the department and its services, and ensuring all department staff perform their duties in a manner that positively represents the Delaware Tribe of Indians. This is one of the most visible departments in the Tribe so professional appearance, conduct, customer service and confidentiality is a must.

Qualifications
Bachelors Degree in Business Administration, Library Sciences or Indian Studies OR two to three years experience in a tribal enrollment office.

  • Requires a high level of personal integrity and ethics.

  • Requires familiarity with the concepts of budget development and compliance with Tribal/federal budgets.

  • Maintains and researches list of “Lost Delaware” to update membership information.
  • Trains all new hires in the Enrollment Department.
  • Identifies and/ or develops appropriate policies and procedures for the department and update as needed.
  • Creates and presents monthly resolution approving new Tribal members to the Tribal Council.
  • Assures that electronic records for each Tribal member are created and maintained according to Tribal law.
  • Provides statistical reports concerning membership to authorized parties.
  • Provides mailing lists as needed to authorized individuals
  • Performs bi-annual audits of enrollment files and address findings to the Tribal Manager.
  • Verifies enrollment of Tribal members to external sources (IHS, BIA, LIHEAP).
  • Accepts a custodial responsibility for the Delaware Tribal Enrollment Department and all of the records housed in that department.
  • Be present at work related events if they land on weekends or holidays.
  • Supervises the enrollment staff and provides training and guidance as needed.
  • Verifies eligibility for enrollment into the Tribe.
  • Performs duties as assigned by the Tribal Operations Manager and Tribal Council.

On Thursday, August 17th, the Shawnee Tribe and Oklahoma Indian Legal Services, Inc. (OILS) held a clinic at the Shawnee Tribe Community Building, 108 Eight Tribes Trail, Miami, Oklahoma, with any claims regarding the Cabell vs. Salazar class action lawsuit (Cabell).

Delaware Tribe of Indians Enrollment Director Chris Miller was in attendance. He pledged to get as much information as he can to pass on to Delaware tribal members.

Our office, located at 5100 Tuxedo Blvd. in Bartlesville, Oklahoma, is open from 8:00 A.M. to 5:00 P.M. Central Standard Time Monday through Friday. The Enrollment Office also administers fishing permits for the pond on campus. Just bring in your tribal ID along with a current Oklahoma or Cherokee Nation fishing license, sign a waiver, and we will issue you a permit to fish the pond. A copy of the waiver and more information regarding the fishing permit may be found below in the Pond section. All State of Oklahoma laws and Oklahoma Department of Wildlife Conservation regulations must be followed.

The first page of the Enrollment Packet is a checklist designed to assist you in gathering all necessary documents and to remind you the application must be notarized. There is a $10 processing fee.

CDIB Cards and Cherokee Enrollment

CDIB cards must be obtained through the Cherokee Enrollment Office and applications must be returned to the Cherokee Nation. You can visit their enrollment website at https://www.cherokee.org/all-services/tribal-registration/. You can access the Cherokee Nation forms for CDIB cards and Cherokee citizenship at https://www.cherokee.org/media/psydurcn/cdib-application-packet.pdf.

If your card has been lost or stolen, or if you need to update the information on your current card, please download the Replacement Card Request (below or under Download Forms on the sidebar) and return to the Enrollment Office. There is a $10 replacement fee.

Information Changes

If your name, address, phone number, or email has changed, please download the Member Request to Update Information Form (below or under Download Forms on the sidebar) and return to the Enrollment Office. Please complete the first chart completely to insure we have the correct information on file. On the other two charts (highlighted in yellow), you only need to complete the changes you are requesting. This will help keep your file current and avoid any potential disruption of services and information.

Death Notices and Obituaries

When a family member passes away, please notify the Enrollment department with a copy of the death certificate and/or the obituary in order for the member to be removed from the mailing list. Obituaries and photos, if provided, will be printed in the Delaware Indian News. The Community Services Committee has a Burial Assistance Program to assist with costs up to $750.

Pond

Through Resolution 2018-12 the Tribal Council made it permissible for enrolled tribal members to fish the pond located on campus at 5100 Tuxedo Blvd, Bartlesville, Oklahoma. If you are an enrolled member of the Delaware Tribe and are interested in fishing the pond, the Enrollment Department can issue you a permit. A current Oklahoma or Cherokee Nation fishing license is required. Fishing is allowed from dawn to dusk, and all State of Oklahoma laws and Oklahoma Department of Wildlife Conservation regulations must be followed in addition to the following: No swimming in the pond. No boating on the pond. No wading in the pond. No grilling or fires around the pond, if the State of Oklahoma or local authorities have issued a burn ban.

To obtain a fishing permit for the pond, bring your tribal ID and your current Oklahoma or Cherokee Nation fishing license to the Enrollment Department. After you read and sign a waiver of liability (below or under Download Forms on the sidebar), we will issue you a permit.

According to CFR §22.22, the federal government “may … issue a permit authorizing the taking, possession, and transportation within the United States, or transportation into or out of the United States of lawfully acquired bald eagles or golden eagles, or their parts, nests, or eggs for Indian religious use….You must attach a certification of enrollment in an Indian tribe that is federally recognized under the Federally Recognized Tribal List Act of 1994, 25 U.S.C. 479a-1, 108 Stat. 4791 (1994). The certificate must be signed by the tribal official who is authorized to certify that an individual is a duly enrolled member of that tribe, and must include the official title of that certifying official.”

  • Responsible for ensuring the CCDF Childcare program meets all federal requirements as set forth by the Office of Child Care and the Cherokee Nation.
  • Prepares EHS grants, reports, budgets, newsletters, etc. and manages information on the Head Start Enterprise System (HSES)
  • Prepares CCDF reports and budgets for the Cherokee Nation and is responsible for conducting the child count.
  • Maintains close communication with the Delaware Tribal Council and provides written monthly reports.
  • Works closely with the EHS/Childcare accountant to ensure the fiscal integrity of both programs including the use of program revenues.
  • Responsible for maintaining the Delaware Child Development Center facility in accordance with local, state, federal and tribal regulations.
  • Responsible for contracts with service providers
  • Responsible for establishing an EHS/CCDF Policy Council and maintaining a close working relationship with the members.
  • Responsible for the USDA Child and Adult Care Food Program
  • Attends virtual and in person trainings.
  • Represents the Delaware Tribe at childcare and EHS meetings and conferences.
  • Responsible for ensuring the Delaware Child Development Center reflects the culture and values of the Delaware Tribe.

LIHEAP/LIHWAP

LIHEAP and LIHWAP Program

LIHEAP/LIHWAP are federally funded programs that assists low income households with their home energy costs and water costs. Priority will be given to applicants who meet the income guidelines and have NOT received assistance from DHS, Cherokee Nation, or any other federally funded program within the past 6 months (once a year for heating and once a year for cooling.) We will verify with each federal program for confirmation of whether or not assistance has already been received for the current season.

  • Applicant must be a member of a federally recognized tribe. Tribal ID and state issued ID must be provided.
  • Applicant must provide a copy of their social security card.
  • Must live within one of the following counties: Washington, Nowata, Rogers, N. Tulsa and Craig.
  • Proof of income for all household members over the age of eighteen for the last 6 months. Those who do not have income must have a “Verification of No Income” filled out by a third party. Instructions are on the form.
  • Original utility bill bust be provided with applicants name listed on the bill. Bill must state Disconnect Notice or proof of service needing to be reinstated is required.

The tribe has (7-14) business days to process an application. Once processed, we have up to 14 days to submit payment after we have pledged the account. It is the responsibility of the applicant to provide the information requested and only fully completed applications will be processed.

Applications may be filled out online but must be printed and signed. Scanned applications will be accepted and should be emailed to enrollment@delawaretribe.org. Please make sure all mandatory documentation is attached to the email with the completed application. Applications may still be filled out at the tribal headquarters or printed and mailed to:

The Delaware Tribe of Indians is now accepting applications for the Utility Supplement Program as part of our broader Heating Assistance Program. You can find the application at the link below. Please attach a copy of your enrollment card.

American Rescue Plan Act (ARPA) Final Rule

The Delaware Tribe received $56 million to respond and recover from the COVID-19 pandemic. Part of this process includes ensuring the medical and financial security of its members. The programs are meant to provide Delaware Tribal citizens with financial support in response to the negative economic impacts of the COVID-19 pandemic.

The Delaware Tribe aims to ensure our community has support during the COVID-19 pandemic in ensuring Tribal Citizens have access to healthy living environments.

The Tribe, acting through its Tribal Council, exercises its inherent sovereignty to authorize and administer programs to benefit the general welfare of the tribal community.

NOTICE: As of January 18, 2024, the Homeowner Down Payment Assistance Program is currently closed. All received applications will be processed and a formal acceptance/denial letter will be sent. If you have any questions call Emily or Skyler at (918) 337-6590.


Potable Water Program

The Delaware Tribe’s American Rescue Plan Act (ARPA) Aid to Tribal Government Potable Water program is to provide economic relief to Delaware Tribal Members in response to the COVID-19 Pandemic. To insure safe and adequate water for drinking, cooking, bathing, and cleaning.

The Delaware Tribe intends to serve all Delaware Tribal Members, regardless of income, that show a need for assistance in paying their water cost due to cut off notice or services needing to be reinstated.

Delaware Scholarship Program

This program intended to provide financial assistance for Delaware Tribal members who are enrolled in higher education, ensuring that Tribal members have access to adequate funding to support their post-secondary education. The Scholarship Program is meant to provide Delaware Tribal members with financial support for affording College/University

The Delaware Tribe of Indians has set aside $100,000 to introduce the Scholarship Program to assist Tribal members access and afford higher education. Eligible full-time applicants will receive up to $1,000 in scholarship funding, and part-time applicants will receive $500 in scholarship funding.

Applications will be received on a rolling basis, and approved applications will be notified until program funds are depleted.

  • Proof of higher-education enrollment to include-letter of acceptance, most recent transcript reflecting 2.0 GPA or higher, and course schedule.

Counseling Services

This program is open for all Delaware Tribal Members who expresses the need for services.
Recognizing the public health emergency, necessary mitigation measure like social distancing, and the economic downturn have exacerbated mental health and substance use challenges for many Americans.
Eligibility examples:

  • Mental health / Substance misuse treatment
  • Peer support or recovery coaching

The Delaware Tribe of Indians and Samaritan Counseling in Bartlesville have teamed up to offer Tribal Members up to 8 sessions per Tribal Members.

If the Tribal Member lives out of town or out of state, provisions can be made. Please provide on the application, contact information for the facility that is in your area that you are wanting to utilize.
